Shego and Izumi first meet when Izumi is on a trip to America and Shego is still a Hero
Shego rescues Izumi who proceeded to ask her the quirkless hero question Shego answers positively just says she would need to work harder than everyone and find ways to get passed people with quirks of all kinds or Izumi will die meaning Shego was blunt to Izumi about the reality of her situation keep in mind Shego is 16-19 here and Izumi around 8-11 Shego and Izumi must keep in contact even if it's just cause Izumi was badly injured and Shego is concerned or Izumi asked for training advice and they become close
Shego becomes Izumi's new favorite and when Shego goes bad Izumi doesn't care just wants to know why of course Shego being her tells Izumi she will only tell her the answer to that question if Izumi catches her
When Izumi is in America she meets Ron and Kim and the three become friends and always keep in touch so come UA Izumi isn't like Izuku though Izumi has to be socially distant with 1-a cause for Izumi her life and friends are in America though she does try at least with 1-a to become friends. Izumi transfers to Middleton high because of Aizawa though it's after the quirk assessment test and before the USJ. Kim and Izumi are apprentice hero's with global justice which is like overwatch and blackwatch this will give an excuse for Shego still being bad after Izumi catches her sometime during the first season of Kim Possible.
