The legislators haven't arrived either.
Most people are sitting on the ground, chatting.
"Why hasn't anyone arrived?"

Seeing the media arrive, the crowd was invigorated, stood up holding signs, but there was no yelling. Seeing these people calm, the media came over and started the live broadcast, as the station had urged them.
