Even though Zhou Tian has the help of the Divine King, this does not mean that Zhou Tian can freely choose a position to build a city in the Divine Realm. For one, there are many places that a True God like Zhou Tian cannot occupy; not to mention the numerous Divine Kings in the Divine Realm, even some specific environments are enough to make Zhou Tian with his limited strength retreat.
Moreover, even with a backing, this at most ensures that other Deities won't take action to stop Zhou Tian from building a city. But if Zhou Tian were to seize other Deities' territory to build his city, then even with the protection of a Divine King, Zhou Tian shouldn't expect an easy time.
And how long has the Divine Realm existed? Zhou Tian is not the first batch of residents in the Divine Realm. Some truly good positions in the Divine Realm already have Divine Cities. Under such circumstances, could Zhou Tian still build a city where there's already a Divine City?
