The wealth within a Divine City is indeed quite alluring, yet compared to the wealth inside a Divine City, a complete Divine City is far more valuable in the eyes of those factions.
Wealth will eventually run out, but as long as you hold tightly onto a Divine City, it is believed that wealth will continuously be created from it. It's precisely this ability to generate wealth that those factions most highly value at the time.
It is believed that if Zhou Tian, after plundering the wealth of the Divine City, just leaves it there intact, it would immediately incite all factions to seize it. And during that process, while other factions might not target him again, it's estimated that eight or nine out of ten Deities surely would focus their main energy on the Divine City, thus reducing much of the pressure Zhou Tian has to face.
Due to these reasons, although Zhou Tian was clearly at odds with certain factions, he specifically did not provoke the Deities within the Divine City.
