The cost of widespread road construction across the nation is enough to establish a transportation system in several major industrial areas comparable to that of Blue Star.
However, balanced development is still very important.
If inland cities haven't even paved basic roads, and coastal cities start large-scale construction of major highways and replace all roads with concrete and asphalt, then indeed coastal regions will develop, but they will form a distorted economy and culture, with the development lacking momentum in the long run.
