Only children make choices from the options given by others.
In normal circumstances, this is indeed the case. As long as both sides—those who pose the questions and those who answer—are normal adults, they will always avoid actions set by someone else's predetermined path.
But if the one posing the questions is a lunatic, one who disregards life, property, morality, and rationality, a purely antisocial person, a terrorist, an anarchist, everything becomes completely different. These individuals are skilled or rather, frequently engaged in making others face the trolley problem, attempting to pressure government and citizens to succumb to their demands.
