The new Department of Intelligence, led by Loki, focused on internal and external security, espionage, and counter-intelligence.
The offices here included Office of Domestic Security (including monitoring of satellites), Office of Foreign Intelligence (which sifting through and consolidating data from every other territory), Office of Surveillance and Reconnaisance, and Office of Threat Assesment and Response (in terms of threats humans or other races can pose).
Like the Military Department, the people chosen to lead the offices were Terran soldiers.
It wasn't that they were being biased, and they were open to hiring aborigines, especially since many of them were much more powerful than they, but leading offices that affected so many needed more than just pure strength.
Of course, in the future, this could change, especially when the aborigines learned more about the processes.
