The territory itself was moving too quickly. As the Lord, she could not be too far behind.
The fact was that—considering the enemies they had—leveling up on her own was not a practical use of her time, especially when the entire territory was moving so quickly.
At the time, it was better to increase the overall strength of the territory if she wanted to minimize casualties during wars and mobs.
She was only one person after all, how much could she handle by herself? Compared to thousands getting stronger and getting more kills, how much could one person—with limited mana and spirit—do in the entire context of a war?
However, after so long, she knew that she had to invest more of her time in her own strength (which was possible with the various experts that joined her side). Upgrading to Level 2 so quickly wasn't part of her plans (things like prestige were too difficult to calculate), but she might as well take advantage of it.
