Althea didn't check her stats every day, especially since she was distracted with her new projects again. However, the last time she checked several days ago, the territory should still have had some ways to go before an upgrade. Because there was nothing that seemed significant, she didn't feel the need to check again.
According to Jonathan's father's notes, the requirement to upgrade from Level 1 to a Level 2 Town was to have at least fifty thousand population—thirty thousand of which were citizens—as well as three thousand prestige points.
