If she wished to make use of what was available to her, then she could achieve an awful lot of things with just a single word, should she choose to do so.
If she wanted to make use of her shares and voting rights she gained in some companies over the years, then she would be able to affect their decisions on certain matters, and she could even suggest some projects for them to pursue.
If she had people who owed her something or she had something on them, then she could just as easily call in that favour or use what she had to coerce them into doing something.
If she had wealth sitting in some places, then she could reach out and use it at any given time, so long as nobody else had been using it without her knowledge.
If she had others who owed her and were willing to do as she asked, then she would have many to carry out any requests that she would ask for, just as there were others whom she could coerce into doing things for her.
Tiffany tried to build connections that were more upright and beneficial to work with when she approached certain people to help them out, using the information she had obtained and taking further measures to get evidence on what she learned.
She usually approached people who were in more desperate and wronged positions rather than those who had done wrong, and she had information on.
Perhaps it was her upbringing as a victim of her adoptive parents that had made her sympathise with the victims more, which made her make that decision.
She understood that if someone had been willing to offer a helping hand to her in her time of need, then it was possible she would be the one to accept it without a second thought.
It would not even matter if it were the devil making the offer to help her, as she was desperate to find a way out of her situation, but she had no help offered to her.
She had to find her own way to make something for herself, even if it meant using her Quirk in a manner that was considered illegal in all countries that had Quirk laws.
The main issue with that was that she was not educated on those things, as she was brought up in the carnival, and she was only able to find out about such things much later.

If they learned of her abilities, then it was possible that they would choose to exploit her in ways that would use her abilities to do much more than what she was already doing.
She could never trust them since she overheard their private talks, so that made her wish to hide her Quirk from them even more.
Under those circumstances, she could not allow herself with certain types of people like her adoptive parents and saw herself siding with the victims more often.
It could be quite profitable to blackmail people who wanted to hide their dirty secrets, no matter what, but that would only be useful for gaining money or something else from them, using that information to gain things from them.
Those threats would not always be so useful when someone would rather come clean rather than be coerced or threatened.
It was the same for others who would be quick to try to clean up after themselves and would be far more vengeful in nature, so they would go after anyone trying to expose their dirty secrets.
