Rowan had not missed out on the fact that he had not found the Intent of Chaos on the third layer of the void. While battling the Folded Oracles who had taken the shape of his Echoes, Rowan had kept half his concentration focused on discovering any of the Intent of Chaos, but he had found none.
This showed him that the Primordial had only managed to gain control over two layers of the void, which was to be expected, because he was the Primordial of Chaos, not the Primordial of Space.
Rowan had gained the Origin of Fate, but up till this moment, he had not been able to get past the first layer of Fate's Origin.
