Those that were not put on display to assist with enlightening more people and recruiting them were sent to other places to be put to use.
While there were Balancers that were put on display and had to endure a lot of violence in front of a watching crowd, they were not killed.
They were useful, so they were better off being kept alive so that they could continue to show what they were capable of.
It was not so easy to capture an ability possessor who suited their needs for showing off the abilities of Balancers to ordinary people watching in the crowds.
Any others that did not have such an obvious and flashy ability were of no use there, but that did not mean that they were completely safe from becoming targets.
Even known Watchers were not so safe when it came to the attacks and abductions.
If they had ties to the Balancer Association, then they would become an easy target.
