All the forces that have long wanted to rebel added to the trouble and the city is in chaos. One after the other, they appear
One thing is clear. Each time, the Steppe unites, they could command a mighty force to shock and scares the empire.
The empires know this and because of this, most empires would assassinate any force that tries to unite the people of the Steppe.
But assassination could not succeed every time and as time passes, most chief become harder to kill with assassination attempt.
And so, they concocted many divisive ploys to deepen the resentment of the tribes against one another, preventing them from ever uniting with each other
Instead of using assassination, they use scheme and intrigue sometimes even an open intrigue that anyone could see and know but did not have any choice but to fall into the trap.
