At the moment, theory number one was that the Voice was above the Heavens and it was the one who had dictated Mu Di Bai's ill fate, and then later perhaps Di Tou's ill fate. The theory made sense because the Voice indeed seemed powerful enough to do all these things, seeing as it had jurisdiction or some capability above the Heavens themselves. In terms of means, motive, and opportunity, the Voice indeed had the means, which was a very important qualifier, as it was pretty much impossible to be above the Heavens in the world of cultivation.
