Well, at least, that was the case in the Southern Continent where Di Tou had been most active, and where he had set up all the restrictions.
Di Tou's work had started to bear fruit! The only issue was, now that he had 'taught' the Southern Continent peace, did he trust them to go on peacefully if he were to take away the training wheels? As of late, this was one of the biggest questions that Di Tou had to confront, as although the Southern Continent had been forced into peace, the rest of the world… the rest of the world wasn't doing quite as well.
