The event of Moon Elves falling to Hainaga occurred during the late stages of the Divine-Demon War. Moore and Drow were exiled to the Underground World long before that, and had they not returned to the Surface World, Moore and Drow would never have heard of such fallen elves as "Naga." Moreover, there was no prior intersection between both parties, so naturally Lucian's fallen elves wouldn't consider this clan hiding in the Underwater World as a primary hypothetical enemy for research.
Lucian going to war with the Naga was unexpected; without Old Liu's suggestion and the fallen elves deploying troops, Lucian and Naga wouldn't have clashed at all.
