Honestly, Tom Lestrange doesn't care at all. Not only has he already severed ties with the Whisper Sect, even if he hadn't had a 'peaceful separation' with the Evil God earlier, he wouldn't have cared about such things.
The reason he came to this shaky Babbling City is partly to sell his father a favor, but mostly because he felt that having been a heretic for quite a while, it would be a loss if he hadn't visited the headquarters of the Northeast Diocese before leaving.
As for the promise to Lucius to protect the Ethan Archbishop, and, if necessary, to kill the Sumer faction leader, it was just a side matter.
Of course, even if it's just a side matter, he got around to promising it.
