Evolution and transformation were two different things entirely.
Evolution was gradual strength obtained through bloodshed and the nourishment of powerful adversaries. The more powerful the bloodline, the more potent the nourishment, the more extreme the evolution would be. It was for this reason their tribe and the tribes of other species normally held one leader.
Humans, dwarves, elves, and demons were no different.
