The leader of the small gang was an old godclad. He didn't want trouble or stress, so he wasn't willing to be encouraged or supported to vie for the two free districts.
But the other large gang with five territories threatened him instead of encouraging him. They told him that he either expanded or they would support someone else to consume him and fight for them.
Of course the large gang didn't want to do this because the gang closest to the pacifist is a gang with two districts. If this gang takes control of the single district of the pacifist, they will become a gang with three districts.
If that were to happen, the battle for the rank 5 undying godclad's territory will change from being a fight between a large gang with three districts and a small gang with one district to a fight between two large gangs with three districts.
In that case, whoever wins will become a gang with five territories. So the large gang with five districts will lose either way.
