Zong Shen does not plan to focus on the legion, only temporarily acting as a mascot.
Then many development matters fall on Jiang Yi. When the legion truly develops, Jiang Yi's contributions will be invaluable, deserving of the Deputy Legion Commander position, so Zong Shen essentially makes a sure profit.
When the legion develops, it will be a win for all. If it doesn't develop, then everyone will fail together.
Zong Shen only needs to provide rights and trust, with no concern that Jiang Yi would lack motivation or become disloyal. The sense of belonging from developing one's own legion is entirely different from joining another.
