From the moment Rail Horn targeted Gumba, the unicorn-like kaijin had decided that right there and then that he was going to stomp in the fat fish's head.
Part of the reason for wanting to do so was because most of his power was located in his legs as opposed to elsewhere in his body, but that wasn't the main reason.
The main reason was because Gumba's methodology when it came to killing his victims and opponents was to ensnare them in sinking swamp-like ground before leisurely strolling up and stomping their heads in with his massive weight.
