The optical observation equipment carried by the spacecraft is meant for observing interstellar material at close range, not for astronomical observation. Jupiter's mass is 2.5 times that of the other seven major planets in the Solar System combined, and its volume is 1316 times that of Earth. Observing Jupiter from the Asteroid Belt is merely seeing a particularly bright small dot.
The so-called city is just a pixel of grey-white.
But Liliang Chuangkou pointed very seriously, and Jeanne and Asgard also looked seriously.
