The "Second Rinku Zone" is an unfinished port, not yet open to the public. It is located in the upper part of the City of Ur, a narrow area enclosed by two layers of starship external armor. Over the next fifteen years, the City of Ur plans to install flight equipment on the external armor of the warship. In this low-gravity area, there's no problem with flight equipment being fixed upside down.
