The process of constructing the Energy Tower was unremarkable; the only noteworthy point was that there wasn't suitable space around the Seed Bank to build the Energy Tower. Hence, Chen Xin creatively chose to place the tower in one of the spare missile silos originally belonging to the Seed Bank.
This was a design of Lucia's missile silos, where aside from the main silo used for launching missiles, there would be a spare silo of the same specification.
During the initial renovation of the Seed Bank, due to budget constraints, only the main silo was converted into the Seed Bank. Although they later received ample funding support, there was insufficient time to remodel the spare silo, which was eventually left abandoned.
Despite being a spare missile silo, it was built to standard specifications. After removing the decades-old accumulated rubbish, there was no difference between the spare and main silos.
