The Demon Realm was equally divided among the Six Great Demons, with each Demon having their own territory, just like every Demon under that Lord belonged to them. Although the Divine Race did not divide their lands into territories, they had hierarchical management.
The Three Great Goddesses naturally managed all of the Divine Race, but not through unified management; instead, each had their own subjects to manage.
Similarly, the Human Race was also guided individually by one of the Three Great Goddesses, and within the Divine Race, all Upper-level and Lower-level Gods had their affiliations.
For example, Lilith, the strongest Evil God, was an Upper-level God under the jurisdiction of the Life Goddess Anima. Because of this relationship, Anima had deliberately kept the Beastman Race continuously supervising the temple that sealed Lilith. Should anything go wrong with the seal, Anima would be the first to react and act, all due to this relationship.
