Back in his school days, even though Da Fei wasn't particularly good in his core subjects, he was a young enthusiast of military history and politics, especially well-versed in military matters.
For instance, during World War II, there was a rule on the Allies' front lines that soldiers weren't allowed to salute their officers when reporting. Why? Because the platoon-level officers at the Allies' front lines were wearing steel helmets, carrying rifles, and dressed like regular soldiers. From a distance, you couldn't tell who was an officer. If a subordinate saluted, it could catch the attention of enemy (German) snipers and get the officer shot.
Therefore, Da Fei's current strategy was to let this ship of reinforcements pass by. After all, he couldn't attack them from the riverbank no matter what, so he could only let them pass.
