Akhil is flying on the back of a bird type beast, looking at the vast expanse of land in front of him.
He could see a huge, flourishing city and all the fields the people in the city controlled. It was one of the subsidiary territories under him.
Usually he didn't like working with people. So, he used beasts most of the time. However, they are not good at managing his territory. So, he figured he might as well use the few of his loyal followers along with the natives of the land that he conquered.
He just made the locals rule themselves, but nominally became their superior. He would gain benefits and in return he would help them solve their problems.
The city he is eyeing is one of the first territories that he came across.
He defended the city with his beasts and fend off all the attackers. It was the prime resource with land that could grow all kinds of herbs. So, he even made them plant herbs that are in high demand in the academy realm.
