Obtaining desolate heavenly flames wasn't a problem since he just needed to have someone undergo tribulation and throw them karmic sin, combined with his own Will, using Enigmatic Heart Laws as though he was willing to protect them from the heavens. He was confident this would work, but it might flip the life of that person, possibly making them a passive Divergent or worse.
As for obtaining desolate heavenly wind, he could only rely on Zephya to somehow exceed some kind of limit and receive a punishment tribulation that is said to target a spirit's own attribute while possessing his Will based on a similar scheme he had thought of before. Or, he needed her to undergo her Exalt Tribulation under strenuous circumstances of possessing immense karmic burden.
